Özel Gereksinimli Bireylerin Eğitsel Değerlendirilmesi

Özet

Özel gereksinimli öğrencilerin eğitsel değerlendirmesi tanılama ve yerleştirme kararlarının ötesine geçen, öğretimi planlayan, bireyselleştirilmiş eğitim programına temel oluşturan ve öğrencinin gelişimini sürekli izlemeyi gerektiren kapsamlı bir süreçtir (Salvia vd., 2017). Etkili bir eğitsel değerlendirme, öğrencinin güçlü yönlerini, destek gereksinimlerini, öğrenme özelliklerini, çevresel koşullarını ve ilerleme düzeyini çok kaynaklı veriler aracılığıyla ortaya koymalıdır (Kritikos vd., 2017). Bu süreçte etik, adil, bireyselleştirilmiş ve işlevsel değerlendirme ilkelerinin temel alınması gerekmektedir (American Educational Research Association (AERA), 2014). Eğitimciler açısından eğitsel değerlendirme bilgisi, yalnızca ölçme araçlarını tanıma ve uygulama becerisiyle sınırlı değildir (Pierangelo ve Giuliani, 2022). Aynı zamanda öğrenciyi bütüncül olarak anlama, öğretimi veriye dayalı biçimde planlama, BEP hedeflerini ölçülebilir şekilde oluşturma, aile ve uzmanlarla iş birliği yapma ve öğrencinin gelişimini düzenli olarak izleme yeterliğini de içerir (Yell, 2025). Bu yönüyle eğitsel değerlendirme, değerlendirme ile öğretim arasındaki güçlü ilişkinin kurulmasında temel bir başlangıç noktasıdır. Farklı özel gereksinim gruplarında eğitsel değerlendirme sürecinin etkili biçimde yürütülmesi, bireyin eğitimsel gereksinimlerinin doğru anlaşılması ve uygun desteklerin planlanması açısından büyük önem taşımaktadır. Çünkü her özel gereksinim grubu, değerlendirme sürecinde farklı gelişimsel, akademik, iletişimsel, sosyal ve çevresel değişkenlerin dikkate alınmasını gerektirir. Örneğin zihinsel yetersizlikte bilişsel işlevler ve uyumsal davranış becerileri; otizm spektrum bozukluğunda sosyal iletişim, esneklik ve duyusal özellikler; öğrenme güçlüğünde akademik performans örüntüleri, DEHB’de dikkat, dürtüsellik ve yürütücü işlevler değerlendirme sürecinin temel odakları arasında yer alır. Benzer şekilde dil ve konuşma güçlüğünde alıcı ve ifade edici dil becerileri; işitme yetersizliğinde işitsel erişim ve iletişim biçimi; görme yetersizliğinde işlevsel görme ve erişilebilirlik, bedensel yetersizlik ve süreğen hastalıkta motor işlevler ile sağlıkla ilişkili sınırlılıklar; çoklu yetersizlikte işlevsel iletişim, günlük yaşam ve bakım gereksinimleri; özel yetenekte ise üst düzey düşünme, yaratıcılık ve alan özgü potansiyel değerlendirme sürecinin merkezinde yer almalıdır. Dolayısıyla eğitsel değerlendirme, öğrencinin yalnızca yetersizlik alanına değil, öğrenme gereksinimlerine, çevresel desteklerine ve eğitsel gelişim olanaklarına bütüncül biçimde odaklanan dinamik bir süreç olarak ele alınmalıdır.
