Teknoloji, Yapay Zekâ ve İstihdam
Özet
Tarih boyunca üretim araçlarında yaşanan dönüşümler; işlerin, istihdam biçimlerinin ve işleri yapmak için gerekli becerilerin köklü şekilde değişmesine neden olmuştur. Sanayi Devrimi’nde buhar gücünün, 20. yüzyılda önce elektriğin ve sonra bilgisayarın işgücü piyasası üzerindeki etkilerinin tartışıldığı gibi, bugün de yapay zekânın daha çok iş kayıplarına mı, yoksa yeni iş yaratımına mı yol açacağı tartışılmaktadır. Bununla birlikte, yapay zekâ teknolojilerinin sadece üretim süreçlerini değil; karar alma, veri analizi, dil işleme ve yaratıcı içerik üretme gibi alanları da kapsaması, önceki teknolojik dönüşümlerden ayrışmasına neden olmaktadır. Bu bölümde önce temel kavramlar açıklanacak, ardından yapay zekânın istihdam üzerindeki etkilerini ele alan kuramsal yaklaşımlar özetlenecek ve son bölümde yapay zekânın işgücü piyasaları üzerindeki etkisi farklı boyutlarıyla incelenecektir.
Throughout history, transformations in the means of production have led to profound changes in jobs, forms of employment, and the skills required to perform those jobs. Just as the impact of steam power during the Industrial Revolution, and later electricity and computers in the 20th century, on the labor market has been widely discussed, there is now a debate on whether artificial intelligence will lead to job losses or the creation of new jobs. However, the fact that AI technologies affect not only production processes but also areas such as decision-making, data analysis, language processing, and creative content generation sets them apart from previous technological transformations. This chapter will first explain the key concepts, then summarize the theoretical approaches that examine the impact of artificial intelligence on employment, and finally analyse the effects of AI on labour markets from various perspectives.
