İşsizlik ve Emek Piyasası Politikaları
Özet
Bu çalışma, istihdam ve işsizlik kavramlarını hem kuramsal hem de Türkiye örneği üzerinden ampirik olarak incelemektedir. İlk bölümde istihdam, geniş anlamda üretim faktörlerinin tam kapasiteyle üretim sürecine katılımı; dar anlamda ise yalnızca emek faktörünün kullanımı olarak tanımlanmıştır. Bu bağlamda tam istihdam durumu, üretim olanakları eğrisi üzerinden teknik olarak analiz edilmiştir. İkinci bölümde işsizlik kavramı, Türkiye İstatistik Kurumu (TÜİK) ve ILO’nun güncel tanımları doğrultusunda ele alınmış; işgücü, işgücüne katılım oranı, istihdam oranı ve işsizlik oranı gibi temel göstergeler açıklanmıştır. Ayrıca iradi, gayri iradi, mevsimsel, konjonktürel, yapısal, gizli ve geçici işsizlik türleri, nedenleri ve ekonomik etkileriyle birlikte değerlendirilmiştir. Son bölümde ise Türkiye işgücü piyasasının temel yapısal sorunları analiz edilmiştir. Özellikle düşük kadın istihdamı, genç işsizliği, kayıt dışı istihdam, göçmen işgücü etkisi ve eğitim-istihdam uyumsuzluğu gibi kronik sorunlara odaklanılmıştır. 2005–2025 dönemi işgücü verileri çerçevesinde istihdamın sektörel dönüşümü irdelenmiş; tarım sektöründen hizmetler sektörüne doğru yaşanan kayma, bölgesel ve demografik eşitsizlikler bağlamında değerlendirilmiştir. Bu yönüyle çalışma, Türkiye işgücü piyasasının dinamiklerini çok boyutlu bir bakış açısıyla ortaya koymakta ve politika yapıcılar için kapsamlı çıkarımlar sunmaktadır.
This study examines the concepts of employment and unemployment both within a theoretical framework and empirically through the case of Turkey. In the first section, employment is defined broadly as the full-capacity participation of production factors in the production process, and narrowly as the utilization of only the labor factor. In this context, the state of full employment is technically analyzed through the production possibility frontier. In the second section, the concept of unemployment is addressed in accordance with the current definitions of TURKSTAT and the ILO; key indicators such as the labor force, labor force participation rate, employment rate, and unemployment rate are explained. Furthermore, types of unemployment—voluntary, involuntary, seasonal, cyclical, structural, hidden, and temporary—are evaluated along with their causes and economic impacts. In the final section, the structural problems of the Turkish labor market are analyzed. Particular focus is given to chronic issues such as low female employment, youth unemployment, informal employment, the impact of migrant labor, and the mismatch between education and employment. Within the framework of labor market data from the 2005–2025 period, the sectoral transformation of employment is examined; the shift from the agricultural sector to the services sector is assessed in the context of regional and demographic inequalities. In this respect, the study presents a multidimensional perspective on the dynamics of the Turkish labor market and offers comprehensive insights for policymakers.
