Sivil Havacılığın Tarihsel Gelişimi ve Serbestleşme Süreci

Özet

Bu bölüm, sivil havacılığın erken dönem uçuş girişimlerinden günümüzün küresel hava taşımacılığı sistemine uzanan tarihsel gelişimini incelemektedir. Havacılığın dönüşümü; 1903 öncesi öncül dönem, oluşum, gelişim, olgunlaşma ve 1978 sonrası deregülasyon, liberalizasyon ve serbestleşme evreleri çerçevesinde kronolojik olarak ele alınmaktadır. Bölümde motorlu uçuşun ortaya çıkışı, savaş dönemlerinin havacılık teknolojisine etkisi, Chicago Sözleşmesi ve ICAO öncülüğündeki kurumsallaşma ile jet teknolojisinin hava taşımacılığında yarattığı değişim açıklanmaktadır. Ayrıca deregülasyon, liberalizasyon ve özelleştirme kavramları arasındaki farklılıklar ortaya konulmakta; ABD, Avrupa ve Türkiye’de serbestleşme süreçlerinin izlediği farklı gelişim yolları değerlendirilmektedir. Serbestleşmenin rekabet, erişilebilirlik, havayolu işletmeciliği ve uçuş ağları üzerindeki genel yansımaları ele alınmaktadır. Bölümün son kısmında düşük maliyetli taşıyıcılar, küresel havayolu ittifakları, dijitalleşme, krizlere karşı dayanıklılık ve sürdürülebilir havacılık gibi güncel gelişmeler tartışılmaktadır.

This chapter examines the historical development of civil aviation from early attempts at flight to the contemporary global air transportation system. The transformation of aviation is presented chronologically through five stages: the pioneering period before 1903, formation, development, maturation, and the era of deregulation, liberalization, and market opening after 1978. The chapter explains the emergence of powered flight, the influence of wartime developments on aviation technology, institutionalization through the Chicago Convention and ICAO, and the transformation of air transport brought about by jet technology. It also distinguishes between deregulation, liberalization, and privatization and evaluates the different trajectories of market liberalization in the United States, Europe, and Türkiye. The broader implications of liberalization for competition, accessibility, airline operations, and route networks are addressed. The final section discusses contemporary developments, including low-cost carriers, global airline alliances, digitalization, operational resilience, and sustainable aviation.
