Sosyal Güvenliğin İktisadi ve Mali Boyutu

Özet

Sosyal güvenlik, sanayi kapitalizminin doğuşuyla ortaya çıkan, yalnızca sosyal politika disiplinini ilgilendirmeyen, aynı zamanda belirgin iktisadi ve mali boyutlara sahip olan dinamik bir olgudur. Klasik iktisat düşüncesindeki piyasa müdahalesizliği ve görünmez el ilkelerine karşın, güçlenen işçi hareketleri ile emeğin yeniden üretimi ihtiyacı doğrultusunda ilk sistematik sosyal güvenlik düzenlemesi 1883 yılında Almanya’da yürürlüğe girmiştir. 1929 Büyük Bunalımı sonrasında şekillenen Keynesyen iktisat kuramı, sosyal güvenlik ve refah harcamalarını efektif talebi sürekli tutma, istihdamı koruma ve iktisadi büyümeyi uyarmanın temel araçlarından biri olarak değerlendirmiştir. Buna karşılık 1970’li yıllarda yaşanan petrol krizleri ve stagflasyon ile baskın hale gelen Neo-Liberal politikalar, sosyal güvenlik harcamalarını bireysel tasarrufları azaltan, piyasa mekanizmasını bozan ve kamu bütçesi üzerine ağır yük getiren bir maliyet unsuru olarak ele almıştır. Sosyal güvenlik kurumlarında yaşanan kayıt dışı istihdam, düşük iş gücüne katılım, yüksek bağımlılık oranları, erken emeklilik ve fonların kötü kullanımı bütçe açıklarını derinleştirerek kamu iç borçlanmasını artırmaktadır. Bütün bu mali risklere ve tartışmalara karşın sosyal güvenlik ödemeleri, toplam tüketimi canlandırarak gayrisafi yurt içi hasılayı artırmakta, nitelikli iş gücü yatırımlarını teşvik etmekte, gelir dağılımında adaleti sağlayarak yoksullukla mücadeleye ve toplumsal barışın sürdürülmesine hayati katkılar sunmaktadır.

Social security is a dynamic phenomenon that emerged with the advent of industrial capitalism, holding distinct economic and financial dimensions rather than concerning solely the discipline of social policy. Despite the principles of non-intervention and the invisible hand in Classical economic thought, the first systematic social security regulation was enacted in Germany in 1883 in response to strengthening labor movements and the need for the reproduction of labor. Keynesian economic theory, which took shape after the Great Depression of 1929, considered social security and welfare expenditures as key tools for sustaining effective demand, preserving employment, and stimulating economic growth. Conversely, Neo-Liberal policies that gained dominance following the oil crises and stagflation of the 1970s viewed social security expenditures as cost elements that reduce individual savings, distort market mechanisms, and place a heavy burden on the public budget. Issues in social security institutions such as informal employment, low labor force participation, high dependency ratios, early retirement, and the mismanagement of funds deepen budget deficits and increase domestic public borrowing. Despite all these financial risks and debates, social security payments boost gross domestic product by stimulating total consumption, encourage investment in qualified labor, reduce poverty by ensuring income distribution justice, and make vital contributions to maintaining social peace.
