İletişimsel Rasyonalite, Katılım Olgusu ve Katılımlı Planlama
Özet
Bu bölüm, kentsel planlama teorilerindeki dönüşümleri özellikle iletişimsel rasyonalite ve katılımlı planlama kavramlarına ve bu kavramların çağdaş planlama söylemindeki önemine odaklanarak incelemektedir. Araçsal rasyonalitenin, plancıyı salt teknik bir eleman olarak; planlamayı ise statik, tasarım ve sonuç odaklı gören yaklaşımından; iletişim ve paydaş diyaloğuna, kentsel çevrelerdeki sosyal yapılara öncelik veren dinamik, savunmacı, müzakereci ve devamında işbirlikçi süreçlere geçişin hakim olduğu 20. yüzyılın ikinci yarısından günümüze kadar gelen planlama kuramlarının geçirdiği evrim, daha kapsayıcı ve demokratik planlama süreçlerini vurgulayan iletişimsel ve katılımlı planlamaya doğru paradigmatik bir kaymaya tanıklık etmiştir. Bu bağlamda bölümde, kentsel yapının hızlı değişimine koşut evirilen planlama kuramlarında karar verme süreçleri bağlamında araçsal rasyonalite ve iletişimsel rasyonalite ile bu kavramların planlama alanındaki yükselişi, ilgili literatürün öncü isimlerine odaklanılarak, sunulmaktadır. Bu bağlamda bölümde, iletişimsel rasyonalite ve katılımlı planlama arasındaki ilişki ile her iki yaklaşıma yöneltilen eleştirilerle birlikte ele alınmaktadır. Literatürdeki örnek çalışmalar da göstermektedir ki bu yaklaşımların etkili ve sürdürülebilir biçimde uygulanabilmesi büyük ölçüde kurumsal destek ve bağlamsal koşulların dikkate alınmasına bağlıdır. Özellikle güç ve mülkiyet ilişkilerinin belirleyici olduğu bağlamlarda, katılımın çoğu zaman sınırlı ve araçsal kaldığı, planlamanın daha esnek, çoğulcu ve bağlama duyarlı yaklaşımlarla yeniden düşünülmesi gerektiği tartışılmaktadır.
