Akılcı Kapsamlı Planlama Kuramı
Özet
İnsanlık tarihi boyunca planlama kavramı bir şekilde var olmuş, farklı anlayışlarla ele alınmış ve 20. yüzyıldan itibaren de çeşitli kuramlar ve yaklaşımlar çerçevesinde geliştirilmiştir. Akılcı kapsamlı planlama kuramı planlama alanının kuramsal gelişiminin temelini oluşturmaktadır. 20. yüzyılın ortalarında olgunlaşmaya başlayan ve günümüzde halen uygulama alanı bulan akılcı kapsamlı planlama yerleşmelerin planlanması ve geliştirilmesi için araçsal akla dayalı olarak kapsamlı ve uzun erimli çerçeve sunan bir planlama kuramıdır. Bu kuram, yerleşmeler için temel bir ele alışla birlikte, sistematik bir bakış açısı gerektiren planlama ve kamu politikasıyla ilişkili farklı alanlarda yönlendirici olma olanağı da sunmaktadır. Akılcı kapsamlı planlama kuramına ilişkin geniş bir bakış açısı sunmayı amaçlayan bu bölümde yaklaşımın tarihsel gelişimi, kuramsal çerçevesi, temel ilkeleri, uygulamaları, eleştirileri ve geleceğine ilişkin öngörüler ele alınmaktadır.
