Krizler Çağında Devlet Kapasitesi ve Yeşil Dönüşüm: Kurumsal Bir Dayanıklılık Perspektifi
Özet
Bölüm, yirmi birinci yüzyılda ekonomik, çevresel, teknolojik ve jeopolitik krizlerin giderek iç içe geçtiği çoklu kriz ortamında devlet kapasitesinin nasıl yeniden düşünülmesi gerektiğini incelemektedir. Çalışmada devlet kapasitesi; idari, mali, düzenleyici, analitik, koordinasyon ve stratejik yetkinliklerden oluşan çok boyutlu ve dinamik bir yapı olarak ele alınmaktadır. Yeşil dönüşümün yalnızca çevresel bir politika alanı olmadığı; enerji, sanayi, ulaştırma, finansman ve teknolojik dönüşümü kapsayan uzun vadeli bir yönetişim süreci olduğu vurgulanmaktadır. Bu nedenle dönüşümün başarısı, güçlü devlet kapasitesinin yanı sıra kamu kurumlarının belirsizliklere uyum sağlama, krizlerden öğrenme ve gerektiğinde kurumsal yapılarını dönüştürme yeteneğine bağlıdır. Bölümün temel katkısı, devlet kapasitesi, kurumsal dayanıklılık ve yeşil dönüşüm arasındaki ilişkiyi karşılıklı ve döngüsel bir sistem olarak açıklayan bütünleşik bir model önermesidir. Model; stratejik öngörü, kurumsal öğrenme, entegre politika yönetimi, adaptif kurumsallaşma ve sürekli kapasite üretimi ilkelerine dayanmaktadır. Böylece yeşil dönüşüm, yalnızca mevcut devlet kapasitesini kullanan değil, aynı zamanda yeni kurumsal kapasite üreten bir süreç olarak değerlendirilmektedir.
