Kurumsal İktisat Perspektifinden Dayanıklılık
Özet
Bu çalışma, ekonomik ve toplumsal sistemlerin şoklara karşı gösterdiği dayanıklılığı (resilience) kurumsal iktisat perspektifinden ele almaktadır. Dayanıklılık; "dengeye geri dönüş kapasitesi" olarak değil, kurumsal yapıların belirsizlik koşullarında koordinasyon üretme, güven tesis etme ve dönüşüm kapasitesi geliştirme yeteneğinin bileşik bir çıktısı olarak kavramsallaştırılmaktadır. Analitik çerçeve üç boyut üzerine inşa edilmektedir: (i) kural-temelli istikrar, (ii) yönetişim kapasitesi ve (iii) kurumsal adaptasyon. Bölüm ayrıca yol bağımlılığı (path dependence) ile kurumsal denge arasındaki ilişkiyi, mikro-mezo-makro düzeylerde kurumsal dayanıklılığı ve politika çıkarımlarını tartışmaktadır.
