Türkiye’de Kamu Harcamaları Perspektifinden Eğitim ve Sağlık Politikaları

Özet

Bu çalışma, Türkiye’de 2000–2025 döneminde uygulanan eğitim ve sağlık politikalarını kamu harcamaları perspektifinden incelemeyi amaçlamaktadır. Çalışmada, eğitim ve sağlık alanlarında gerçekleştirilen yapısal dönüşümler ile bu dönüşümlerin kamu harcamaları üzerindeki etkileri değerlendirilmiştir. Ayrıca, eğitim ve sağlık hizmetlerinin kapsamının genişletilmesine yönelik reformlar ile COVID-19 salgını ve Kahramanmaraş depremleri gibi olağanüstü gelişmelerin kamu harcamalarının seyri üzerindeki etkileri ele alınmıştır. Araştırma kapsamında ilgili literatür ile Türkiye İstatistik Kurumu, Millî Eğitim Bakanlığı, Sağlık Bakanlığı ve uluslararası kuruluşlar tarafından yayımlanan veriler doküman analizi yöntemi kullanılarak incelenmiştir. Elde edilen bulgular, incelenen dönemde eğitim ve sağlık harcamalarının önemli ölçüde arttığını göstermektedir. Söz konusu artışın, eğitim ve sağlık hizmetlerine erişimin genişlemesine, istihdam kapasitesinin gelişmesine ve beşeri sermayenin güçlenmesine katkı sağladığı değerlendirilmektedir. Bununla birlikte, hizmet sunumunda bölgesel farklılıkların devam ettiği ve kamu harcamalarındaki artışın mali sürdürülebilirlik açısından bazı riskleri beraberinde getirdiği tespit edilmiştir. Özellikle olağanüstü dönemlerde yükselen kamu harcamalarının bütçe dengesi ve enflasyon üzerindeki olası etkileri dikkat çekmektedir. Bu süreç, kamu hizmetlerinin kapsamını ve niteliğini önemli ölçüde artırmıştır. Sonuç olarak, eğitim ve sağlık harcamalarının ekonomik büyüme, toplumsal kalkınma ve refahın artırılması açısından stratejik öneme sahip olduğu belirlenmiştir. Bununla birlikte, bu harcamaların etkinlik, verimlilik ve mali disiplin ilkeleri doğrultusunda planlanması ve uygulanmasının sürdürülebilir kamu maliyesi açısından büyük önem taşıdığı sonucuna ulaşılmıştır.

This study aims to examine the education and health policies implemented in Türkiye during the 2000–2025 period from the perspective of public expenditures. The study evaluates the structural transformations undertaken in the fields of education and health and analyzes their effects on public spending. In addition, the impacts of reforms aimed at expanding the scope of education and healthcare services, as well as extraordinary developments such as the COVID-19 pandemic and the Kahramanmaraş earthquakes, on the trajectory of public expenditures are discussed. Within the scope of the research, relevant literature and data published by the Turkish Statistical Institute (TUIK), the Ministry of National Education, the Ministry of Health, and various international organizations were examined through the document analysis method. The findings reveal that education and health expenditures increased significantly during the period under review. This increase is considered to have contributed to the expansion of access to education and healthcare services, the enhancement of employment capacity, and the strengthening of human capital. Furthermore, these expenditures have supported the consolidation of the social state principle. Nevertheless, it has been determined that regional disparities in service provision persist and that the growth in public expenditures poses certain risks in terms of fiscal sustainability. In particular, the potential effects of rising public expenditures during extraordinary periods on budget balances and inflation deserve careful consideration. In conclusion, education and health expenditures are found to be of strategic importance for economic growth, social development, and the enhancement of public welfare. However, the study emphasizes that the planning and implementation of these expenditures in accordance with the principles of effectiveness, efficiency, and fiscal discipline are essential for maintaining sustainable public finances.
