Türkiye’de Orta Vadeli Mali Plan ve Bütçe Disiplini: Kurumsal Yapı, Uygulamalar ve Sorunlar

Özet

Bu çalışma, Türkiye'de orta vadeli mali plan (OVP) ve orta vadeli mali plan (OVMP) uygulamalarını, 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu ile şekillenen kurumsal yapı ekseninde incelemektedir. 2001 krizi sonrasında benimsenen çok yıllı bütçeleme anlayışı, mali saydamlık ve stratejik kaynak tahsisi ilkelerini bütçe sürecine yerleştirmiş olmakla birlikte, hedeflenen büyüme, enflasyon, bütçe açığı ve borç stoğu değerleri ile gerçekleşmeler arasındaki sistematik sapmalar, kurumsal tasarım ile uygulama gerçekliği arasında yapısal bir asimetrinin varlığına işaret etmektedir. Çalışma üç özgün katkı sunmaktadır: 2018-2024 dönemine ait hedef-gerçekleşme sapmalarının ortalama mutlak hata (MAE) yöntemiyle nicelleştirilmesi, 2018 cumhurbaşkanlığı hükûmet sistemine geçişin bütçe kurumları üzerindeki etkisinin öncesi/sonrası karşılaştırmasıyla analiz edilmesi ve Romanya ile Polonya gibi kurumsal açıdan Türkiye'ye yakın geçiş ekonomilerinin karşılaştırma grubuna dahil edilmesi. Bulgular, incelenen dönemde bütçe açığı sapmasının MAE olarak 0,87 yüzde puan düzeyinde kaldığını, ancak enflasyon tahminlerindeki sapmaların (2022'de 63,8 yüzde puana ulaşan) mali çerçevenin öngörü güvenilirliğini ciddi biçimde zayıflattığını ortaya koymaktadır. Ayrıca, cumhurbaşkanlığı sistemine geçişin bütçe koordinasyonunu hızlandırırken parlamento denetimini işlevsel olarak sınırladığı belirlenmiştir. Bölüm, kamu seçimi teorisi temelinde bir kavramsal çerçeve sunarak bağımsız mali kurumların güçlendirilmesine yönelik ülkeye özgü politika önerileriyle sona ermektedir.

This study examines Turkey's medium-term fiscal plan (OVP) and medium-term fiscal framework (OVMP) practices within the institutional structure shaped by Law No. 5018 on Public Financial Management and Control. Although the multi-year budgeting approach adopted after the 2001 crisis embedded principles of fiscal transparency and strategic resource allocation into the budget process, systematic deviations between targeted and realized growth, inflation, budget deficit, and debt stock figures point to a structural asymmetry between institutional design and implementation reality. The study offers three original contributions: a systematic quantification of target-realization deviations for the 2018-2024 period using the mean absolute error (MAE) method, a before/after comparative analysis of the effects of the 2018 transition to the presidential system of government on budgetary institutions, and the inclusion of Romania and Poland—transition economies with institutional profiles closer to Turkey's—in the comparative framework. The findings indicate that the budget deficit deviation remained at an MAE of 0.87 percentage points over the period examined, whereas deviations in inflation forecasts (reaching 63.8 percentage points in 2022) substantially undermined the predictive reliability of the fiscal framework. The transition to the presidential system is further found to have accelerated budgetary coordination while functionally constraining parliamentary oversight. The chapter concludes by proposing a public-choice-theoretic conceptual framework and offering country-specific policy recommendations for strengthening independent fiscal institutions.
