Kadın Refahının Yerelleşmesi: İstanbul Büyükşehir Belediyesi’nin Hak Temelli ‘’Ibb Kadın’’ Vizyonu ve Politikaları
Özet
Bu bölüm, İstanbul Büyükşehir Belediyesi’nin (İBB) 2019–2025 dönemi kadın odaklı hizmetlerini hak temelli ve bütüncül bir yerel sosyal politika perspektifiyle analiz etmektedir. "İBB Kadın" modeli; şiddetle mücadele, güvenli barınma, ekonomik güçlenme ve toplumsal katılım alanlarını 6284 Sayılı Kanun, CEDAW ve Sürdürülebilir Kalkınma Amaçları (SKA-5) ile uyumlu bir ekosistem içinde birleştirmektedir. Çalışma, makro düzeydeki toplumsal cinsiyet politikalarının yerel yönetim mekanizmalarıyla nasıl somutlaştırıldığını ortaya koyarak, sosyal hizmet literatürüne özgün bir yerelleşme ve kurumsal uygulama örneği sunmaktadır. Bulgular; erişim, güvenlik ve güçlenme göstergelerindeki ilerlemenin, yerel yönetimler eliyle üretilen çoğaltılabilir kamu değerine işaret ettiğini göstermektedir.
This chapter analyzes Istanbul Metropolitan Municipality’s (IMM) “İBB Women” model between 2019 and 2025 through a rights-based and holistic local social policy perspective. The model integrates violence prevention, safe accommodation, economic empowerment, and social participation, aligning with Law No. 6284, CEDAW, and Sustainable Development Goal 5 (SDG-5). By highlighting the transformation of macro-level gender policies into municipal action, this study contributes to social work literature as an innovative institutional framework for the localization of social services. Findings indicate significant progress in access and empowerment, underscoring the potential of local governments to generate scalable public value for women’s welfare.
