Uluslararası Bağlamda Kadınlara Yönelik Sosyal Hizmet Uygulamaları
Özet
Toplumsal cinsiyet eşitliği, kadın refahı ve kadınların insan haklarının korunması, günümüz sosyal hizmet pratiğinin ulusal ve uluslararası düzeyde temel alanlarından birini oluşturmaktadır. Kadınların sosyal, ekonomik, kültürel ve politik yaşamın her alanında karşılaştıkları eşitsizlikler, yalnızca ulusal politikaların sınırları içinde değerlendirilemeyecek kadar kapsamlı ve küresel dinamiklerden etkilenmektedir. Bu nedenle kadın refahı alanında çalışan sosyal hizmet uzmanlarının, öğrencilerin ve politika geliştiricilerin uluslararası düzenlemeleri, küresel eğilimleri ve farklı ülkelerdeki iyi uygulama örneklerini bütüncül bir bakış açısıyla ele alması gerekmektedir. Bu bölüm, sosyal hizmette kadın çalışmalarının uluslararası boyutunu ele alarak İngiltere, Amerika Birleşik Devletleri ve Almanya’da kadınlara yönelik hizmet modellerini Toplumsal cinsiyete dayalı eşitsizlikle mücadele, aile içi şiddete yönelik destek mekanizmaları ve göçmen–mülteci sorunları açısından incelemektedir. Ayrıca CEDAW, Pekin Deklarasyonu ve İstanbul Sözleşmesi gibi kadın haklarını güvence altına uluslararası sözleşmelerden ve kadın hakları alanında faaliyet gösteren küresel sivil toplum kuruluşlarından örnekler vermektedir. Bu kapsamlı çerçeve, kadın refahı alanına dair uluslararası politikaların ve uygulamaların anlaşılmasına katkı sunmayı amaçlamaktadır. Bölümün, sosyal hizmet alanında çalışan profesyonellere ve alandaki öğrencilere güçlü bir referans ve yol gösterici bir kaynak olması hedeflenmektedir.
Gender equality, women's welfare, and the protection of women's human rights constitute one of the fundamental areas of contemporary social work practice at both the national and international levels. The inequalities women face in every area of social, economic, cultural, and political life are too comprehensive to be assessed solely within the boundaries of national policies and are influenced by global dynamics. Therefore, social service professionals, students, and policy developers working in the field of women's welfare must take a holistic approach to international regulations, global trends, and examples of good practice in different countries. This chapter examines the international dimension of women's studies in social services, reviewing service models for women in the United Kingdom, the United States, and Germany in terms of combating gender-based inequality, support mechanisms for domestic violence, and migrant–refugee issues. It also provides examples from international treaties that guarantee women's rights, such as CEDAW, the Beijing Declaration, and the Istanbul Convention, as well as global civil society organizations active in the field of women's rights. This comprehensive framework aims to contribute to the understanding of international policies and practices in the field of women's welfare. The section is intended to serve as a strong reference and guiding resource for professionals working in the field of social services and for students in the field.
