Altyapı Sektörlerinde Etkilenebilirlik, Uyum Kapasitesi ve Dirençlilik
Özet
Etkilenebilirlik, bir sistemin iklimle ilişkili tehlikelere ne ölçüde maruz kaldığını, bu tehlikelere ne kadar hassas olduğunu ve uyum kapasitesinin ne durumda olduğunu birlikte ifade eder. Maruziyet, hassasiyet ve uyum kapasitesi hem doğal hem de beşerî sistemler için iklim riskinin temel bileşenlerini oluşturur. Hızlı kentleşme, sosyoekonomik eşitsizlikler ve çevresel bozulma, birçok bölgede etkilenebilirliği büyütür; sıcak noktalar, iklim tehlikeleri ile düşük uyum kapasitesinin çakıştığı alanlar olarak ortaya çıkar. Çevresel etkilenebilirlik; biyolojik çeşitlilik durumu, iklimsel hassasiyet, arazi kullanımındaki değişim, su kaynaklarına erişim, jeolojik tehlikeler ve insan baskısı ile şekillenir. Orman ekosistemleri, yarı kurak alanlar ve kıyı bölgeleri, iklim değişikliğine bağlı kuraklık, arazi bozulması ve deniz seviyesi yükselmesine karşı etkilenebilir örnekler sunar. Türkiye bağlamında kıyı alanları, orman ekosistemleri ve tarım alanları, farklı baskı tipleriyle öne çıkan çevresel hassasiyet alanlarıdır. Ekonomik etkilenebilirlik, gelir düzeyi, ekonomik yapı, iklime duyarlı sektörlere bağımlılık, kritik altyapının konumu ve çeşitlendirme derecesi ile belirlenir. Yoksulluk, dar gelirli ülkeler ve küçük ada devletleri için iklim şoklarını büyüten temel bir faktör olur. Tarım, turizm, balıkçılık ve enerji hem Türkiye’de hem küresel ölçekte iklim değişikliğine karşı etkilenebilir temel sektörlerdir ve bu durum, iklime dirençli altyapı, su yönetimi ve ekonomik çeşitlenme ihtiyacını güçlendirir. Sosyal etkilenebilirlik, demografik yapı, sağlık durumu, eğitim, toplumsal cinsiyet, mekânsal eşitsizlik, yönetişim kalitesi ve sosyal sermaye ile şekillenir. Düşük gelirli, yaşlı, kronik hastalığı bulunan veya iklim karşısında hassas ekosistemlere bağımlı gruplar daha yüksek risk taşır. Kentsel ısı adası etkisi, altyapı yetersizlikleri ve zayıf sosyal güvenlik ağları, özellikle metropol kentlerde iklim kaynaklı sağlık ve güvenlik risklerini artırır.
Uyum kapasitesi, finansal, beşerî, doğal, sosyal ve fiziksel sermaye ile yönetişim ve öğrenme boyutlarının bileşimini ifade eder. Bu kapasite, farkındalık, bilgiye erişim, kurumsal koordinasyon, teknoloji kullanımı ve topluluk temelli uyum pratikleri ile güçlenir. Dirençlilik ise sistemlerin şokları soğurma, işlevlerini sürdürme, öğrenme ve dönüşme yeteneğini içerir; ulaşım, enerji, inşaat, su, tarım ve turizm altyapısında iklim risklerinin yönetimi için merkezi bir çerçeve sunar.
