Orman Yangınları Bağlamında Sivil Yapılanma ve Sosyal Sermaye: Toplumsal Dirençliliğin Bütüncül Yapısı
Özet
Orman yangınları, iklim değişikliği, artan sıcaklıklar, uzun süreli kuraklık ve insan kaynaklı faaliyetler nedeniyle küresel ölçekte daha sık, daha şiddetli ve yönetilmesi güç afetlere dönüşmektedir. Bu yangınlar yalnızca ekosistemleri tahrip etmekle kalmayıp, halk sağlığını, ekonomik faaliyetleri ve toplulukların psikososyal bütünlüğünü de derinden etkilemektedir. Bu nedenle orman yangınlarının afet yönetimi perspektifinden ele alınması, teknik müdahale kapasitesinin ötesine geçerek toplumsal dirençliliğin nasıl güçlendirilebileceğine odaklanan bütüncül bir yaklaşım gerektirmektedir. Bu kitap bölümü, sivil yapılanma ve sosyal sermayeyi orman yangınlarına karşı dirençliliğin iki temel bileşeni olarak incelemekte; topluluk temelli örgütlenme, gönüllü kapasitesi, kurumsal iş birliği ve güven ilişkilerinin yangınlara hazırlık, müdahale ve iyileşme süreçlerindeki belirleyici rolünü ortaya koymaktadır. Bulgular, güçlü sosyal bağlara, etkin STK–kamu iş birliğine ve katılımcı yönetişime sahip toplulukların afetlere karşı daha hızlı uyum sağladığını göstermektedir. Bölümde ayrıca gönüllü ekiplerin profesyonelleştirilmesi, kırılgan gruplara yönelik eşitlikçi politikalar ve kurumlar arası şeffaf veri paylaşımına dayalı bir yangın yönetişimi modeli önerilmektedir. Bu çerçevede çalışma, orman yangınlarına karşı sürdürülebilir bir dirençlilik yapısı oluşturmak için sosyal sermayeyi ve sivil yapılanmayı stratejik birer araç olarak konumlandırmaktadır.
