Toprak Kirliliğinin Çevresel Risk Değerlendirmesi ve İyileştirme (Islah) Teknikleri

Özet

Toprak kirliliği küresel ölçekte önemli bir çevresel sorun haline gelmiştir ve bu sorunun ekosistemler ve insan sağlığı üzerinde yarattığı ciddi etkileri vardır. Toprak kirliliğiyle mücadele etmenin temel yollarından bir tanesi Çevresel Risk Değerlendirmesi (ÇERD)’dir. Çevresel Risk Değerlendirmesi, mevcut kirliliğin etkilerini analiz etmekte ve gelecekteki potansiyel riskleri öngörmek suretiyle, ekosistemler ve insan sağlığı üzerindeki tehditleri en aza indirmek için stratejik çözümler geliştirebilmeyi amaçlamaktadır. Bu bölümde, kirleticilerin biyoyarayışlılığının ve kümülatif etkilerinin risk değerlendirmesi süreçlerinde nasıl dikkate alınması gerektiği anlatılmıştır. Ayrıca, ÇERD’in yanında toprak kirliliğinin gideriminde uygulanan iyileştirme teknikleri de bu bölümün diğer bir ayağını oluşturmaktadır. Buna ilaveten toprak kirliliğinin ulusal ve uluslararası düzeydeki mevzuatları ve politikalarına değinilmiş, Avrupa Birliği ve Amerika Birleşik Devlerinde uygulanan risk tabanlı politikalar ile, bu ülkelerde toprak kirliliğinin yönetimi ve iyileştirilme tekniklerinin nasıl iyileştirildiği üzerinde durulmuştur. Türkiye’de ise, Toprak Kirliliğinin Kontrolü Yönetmeliği kapsamında kirlenmiş sahaların tespiti ve temizlenmesi süreçleri ele alınmış, bu süreçlerin uluslararası uygulamalarla uyumlu olup olmadığı ve hangi tür gelişmelere gereksinim duyulduğu belirtilmiştir. Çevresel Risk Değerlendirmesi ile bütünleşmiş iyileştirme stratejileri, toprak kirliliğini kontrol altına almanın yanı sıra tarımsal üretimi, su kaynaklarını korumayı ve iklim değişikliğiyle mücadeleyi desteklemektedir. Sürdürülebilir ve uzun vadeli çözümler, çevresel ve ekonomik açıdan sağlıklı bir gelecek için kritik öneme sahiptir.
