Saray Nazırlığı’ndan İmparatorluğa Karolenj Dış Politikası (687-814)

Özet

Franklar, Merovenj Krallığı’nın iki asırdan fazla süren hakimiyeti altında yerel bir güç olmaktan öteye geçememişlerdir. Ancak Pepin Ailesi’nin yükselişi ile bu durum köklü bir değişime uğramıştır. Saray Nazırlığı görevini üstlenen II. Pepin, kısa sürede Merovenj Krallığı’nın siyasi birliğini sağlamış ve böylece Pepin Ailesi’nin kesintisiz iktidar dönemi başlamıştır. Bu iktidar, 60 yıl gibi kısa bir sürede Karolenj Krallığı’na ve nihayetinde bir imparatorluğa evrilmiştir. Franklar, Batı Hristiyanlığı’nın lideri haline gelirken ekonomik, sosyal ve askeri anlamda zirveye ulaşmıştır. Bu dönüşümün ana nedeni, II. Pepin ve onu takip eden Karl (Martel), III. Pepin (Kısa) ve Karl’ın (Büyük) istikrarla geliştirdiği idari mekanizmadır. Bu liderler, yıldan yıla güçlenen bir merkezi otorite tesis etmiş ve tüm Frankia’da muhalefeti kontrol altına almışlardır. Pepin Ailesi’nin tahtı ele geçirmesindeki asıl belirleyici faktör, dış politikada izledikleri strateji olmuştur. II. Pepin döneminde Frankia’nın iç mücadeleleriyle sınırlı olan politik anlayış, zamanla Karolenjlerin uluslararası arenada daha aktif bir rol üstlenmiyle değişmeye başlamıştır. Çevre krallıkların hükümdarlarıyla kurulan ilişkiler, İngiltere’den gelen misyonerler aracılığıyla yeni bir boyut kazanmıştır. Misyonerlere sağlanan siyasi koruma, Karl döneminde askeri başarılarla birleşerek Pepin Ailesi’ni Papalık’ın askeri gücü haline getirmiştir. Aynı dönemde İkonoklazm hareketinin ortaya çıkması, Papalık ile Doğu Roma İmparatorluğu arasındaki bağı koparmış ve bu olaylar Karolenj Krallığı’nın kuruluşuna zemin hazırlamıştır. 751 yılında, Papalık’ın onayıyla III. Pepin, son Merovenj Kralı III. Childericus’u tahttan indirerek kendisi kral olmuştur. Karolenj Krallığı’nın kurulmasıyla Pepin Ailesi’nin yükselişi ivme kazanmıştır. Krallığın sınırları genişledikçe, Karolenj dış politikasının etkisi altındaki aktörlerin sayısı da artmıştır. Endülüs Emevi Devleti, Lombard Krallığı, Abbasi Halifeliği ve Doğu Roma İmparatorluğu gibi güçlerle kurulan ilişkiler, çoğunlukla dostane olmaktan uzak kalmıştır. Ayrıca, Frank hakimiyetini kabul etmeyen Akitanya ve Saksonya gibi bölgeler de diğer tehditler olarak öne çıkmıştır. Karolenj dış politikası, mektuplar, elçiler, hediyeler ve toplanan sinodlar aracılığıyla yürütülmüştür ve gerektiğinde savaş meydanına inilmiştir. Bu kararlı politika, Karl’ın hükümdarlığında da devam etmiştir. Frank orduları, Endülüs’ten İtalya’ya, Bretonya’dan Panonya’ya kadar geniş bir coğrafyada sınırlarını genişletmiştir. Karl’ın yönetiminde Karolenj dış politikası daha planlı bir şekilde uygulanmıştır. Endülüs sınırında savaştan kaçınılırken, Saksonya’ya her yıl düzenli seferler yapılmıştır. Doğu Roma İmparatoru VI. Constantinus ile Frank Prensesi Rotrude arasında bir nişan gerçekleştirilmiş, Papalık ile ise güç mücadelesine girilmiştir. Bu süreçte çıkarılan emirnameler, devlet kurumları, ordu yapısı, basılan paralar, toplanan genel kurullar ve sinodlar aracılığıyla Karl, Karolenj Krallığı’nı ve kendisini bir imparatorluğa hazırlamıştır. Dış politikada elde edilen başarılar, sonunda Karl’ın 800 yılının Noel’inde Roma’da İmparator ilan edilmesiyle sonuçlanmıştır. Bu çalışmanın amacı, VII. yüzyılın sonunda saray nazırlığını devralan bir ailenin nasıl olup da Merovenj Krallığı’nı bir asır içinde imparatorluğa dönüştürdüğünü açıklamaktır. Elbette bu süreçte birçok etmen Pepin Ailesi’nin yükselişine katkıda bulunmuştur. Genişleyen sınırlar, büyüyen ekonomi ve iç politikada sağlanan birlik bunlara örnek gösterilebilir. Ancak, çalışmamızda görüleceği gibi, Pepin Ailesi’nin imparatorluğa giden macerasında esas faktör, Karolenj dış politikasının gücüdür. Saray Nazırlığı döneminde bir sorun olan muhalefet elemine edilmiş ve hükümdar olma hakkının yalnızca Merovenj Ailesi’ne ait olduğu düşüncesi dış politikada kazanılan güç sayesinde ortadan kalkmıştırDoğu Roma İmparatoru’nun tek imparator olduğu iddiası da bu güçle çürütülmeye çalışılmıştır.
