Kendi Kendini Denetleme Yolu Olarak Basın Ombudsmanlığı
Özet
Medyada hesap verilebilirliğin çeşitli yerleşik araçları arasında ombudsmanlık kurumsal olarak büyük bir yere ve role sahiptir. Bu yerleşik rol kendi kendini denetleme ve hesap verilebilirlik unsurlarının zaman içinde yeni gereksinimlere ihtiyaç duymasıyla paralel olarak gelişim göstermektedir. Bu çalışmanın amacı basın ombudsmanlığının modern rolünden başlayarak sanal kamusal alanlarda bilgiye erişme, şeffaflık ve kamu çıkarının korunması noktalarındaki siber dönüşümü hakkında güncel bir değerlendirmede bulunmaktır.
Çalışmada yapılan değerlendirmeler sonucunda; ombudsmanlığın önemini ve rolünü muhafaza ettiği ancak sanal kamusal alanların ve internetin iç dinamiklerine entegre olmalarının kaçınılmaz bir zorunluluk olduğunu aksi halde arkaik bir duruma düşeceği sonucuna ulaşmıştır. Bunlara ek olarak incelenmiş olan çeşitli doğrulama organizasyonlarının organik bir biçimde siber-ombudsmanlık potansiyeli taşıdığı sonucuna ulaşılmıştır.
