Tedarik Zinciri Risk Yönetimi
Özet
Tedarik Zinciri Risk Yönetimi (TZRY), tedarik zinciri yönetimi ile kurumsal risk yönetiminin birleşimiyle ortaya çıkan, küreselleşme, maliyet baskıları ve artan karmaşıklık karşısında işletmelerin sürekliliğini ve karlılığını korumayı amaçlayan son derece hayati bir süreçtir. Risk, belirsizlikler ve olası kayıp ihtimalleri olarak ifade edilirken; kurumsal risk yönetimi ise stratejik, finansal ve operasyonel riskleri kapsayarak işletme hedeflerine ulaşılmasında makul bir güvence sunmaktadır. Tedarik zinciri riskleri genel olarak mikro (operasyonel) ve makro (katastrofik) riskler biçiminde sınıflandırılır. Çalışmada incelenen başlıca risk türleri; tahminler ile gerçekleşen siparişler arasındaki sapmalardan doğan talep riskleri, tedarikçi başarısızlıkları ile teslimat aksamalarından kaynaklanan tedarik riskleri, doğal afetler ve küresel krizler gibi dışsal etkenleri kapsayan çevresel (bozulma) riskleri, iç süreçler, teknoloji değişiklikleri ve işçi grevlerini içeren operasyonel riskler ile enflasyon ve döviz kuru dalgalanmalarına dayanan finansal risklerdir. TZRY süreci; risk tanımlama, risk ölçümü, risk değerlendirme, risk azaltma (kaçınma, kontrol, iş birliği ve esneklik) ile risk takibi ve gözetimi aşamalarından meydana gelen bütüncül ve dinamik bir döngüdür. Bu sürecin proaktif ve etkin bir biçimde yürütülmesi, tedarik zincirindeki kırılganlıkları azaltarak işletmelere olası kesintileri önleme, operasyonel kayıpları ve maliyetleri en aza indirme, tepki hızını artırma ve sürdürülebilir rekabet avantajı elde etme hususunda kritik katkılar sunmaktadır.
Supply Chain Risk Management (SCRM) is a vital process emerging from the combination of supply chain management and enterprise risk management, aiming to protect the continuity and profitability of businesses in the face of globalization, cost pressures, and increasing complexity. While risk is defined as uncertainties and potential loss probabilities, enterprise risk management provides reasonable assurance in achieving business objectives by covering strategic, financial, and operational risks. Supply chain risks are generally classified into micro (operational) and macro (catastrophic) risks. The main risk types examined in the study are demand risks arising from deviations between forecasts and actual orders, supply risks stemming from supplier failures and delivery disruptions, environmental (disruption) risks covering external factors such as natural disasters and global crises, operational risks including internal processes, technology changes, and labor strikes, and financial risks based on inflation and exchange rate fluctuations. The SCRM process is a holistic and dynamic cycle consisting of the stages of risk identification, risk measurement, risk assessment, risk mitigation (avoidance, control, collaboration, and flexibility), and risk monitoring and oversight. Conducting this process proactively and effectively offers critical contributions to businesses by reducing vulnerabilities in the supply chain, preventing potential disruptions, minimizing operational losses and costs, increasing responsiveness, and achieving a sustainable competitive advantage.
