Özet

Bu çalışma, işletmelerin performans ölçümünde sıklıkla başvurduğu dengeli puan kartı (Balanced Scorecard) sisteminin tarihsel gelişimini ve yaşadığı dönüşümleri dört nesil kapsamında incelemektedir. Geleneksel performans ölçüm sistemlerinin yalnızca kısa vadeli finansal verilere odaklanması ve geleceğe yönelik stratejik karar almada yetersiz kalması, Robert Kaplan ve David Norton tarafından dengeli puan kartının geliştirilmesine yol açmıştır. 1990'ların başında ortaya çıkan birinci nesil dengeli puan kartı; finansal, müşteri, içsel iş süreçleri ile öğrenme ve gelişme olmak üzere dört boyutta sınırlı sayıda finansal ve finansal olmayan göstergeyi bir araya getirerek operasyonel bir kontrol aracı işlevi görmüştür. 1990'ların ortasında geliştirilen ikinci nesil, stratejik hedefler ile ölçümler arasındaki neden-sonuç ilişkilerini gösteren strateji haritalarını sürece dâhil etmiştir. 2000'lerin başında sunulan üçüncü nesil dengeli puan kartı ise hedef beyanlarını kullanarak stratejik uygunluğu artırmış ve boyutları faaliyet ile çıktı olarak ikiye indirgemiştir. 2006'dan itibaren gelişen dördüncü nesil dengeli puan kartında odak noktası ölçüm ve hedeflerden ziyade davranışlara, sürekli öğrenmeye, uyum sağlamaya ve performans kültürüne kaymıştır. Dördüncü nesil, belirsiz ve riskli çevre koşullarını yönetmeyi amaçlarken sosyal ve çevresel etkileri de kapsayan İş Pusulası gibi araçlarla kurumsal değer ile strateji arasında entegrasyon sağlamaktadır.

This study examines the historical development and transformations across four generations of the Balanced Scorecard system, which is frequently utilized by businesses for performance measurement. The inadequacy of traditional performance measurement systems, due to their exclusive focus on short-term financial data and inability to support forward-looking strategic decision-making, led to the development of the Balanced Scorecard by Robert Kaplan and David Norton. Emerging in the early 1990s, the first-generation Balanced Scorecard functioned as an operational control tool by aggregating a limited number of financial and non-financial indicators across four perspectives: financial, customer, internal business processes, and learning and growth. The second generation, developed in the mid-1990s, introduced strategy maps that illustrate cause-and-effect relationships between strategic objectives and measures. Introduced in the early 2000s, the third-generation Balanced Scorecard enhanced strategic alignment through destination statements and reduced the perspectives into two dimensions: activity and outcome. Evolving from 2006 onward, the fourth-generation Balanced Scorecard shifted its focus from mere measurements and targets toward behaviors, continuous learning, adaptability, and performance culture. Aiming to manage uncertain and risky environmental conditions, the fourth generation integrates corporate value and strategy through tools such as the Business Compass, which also encompasses social and environmental impacts.
