Klasik ve Neoklasik Yönetim Yalaşımlarının Genel Bir Değerlendirilmesi
Özet
Sanayi Devrimi sonrasında üretim yapısının büyümesi, dağınık üretim birimlerinin fabrikalarda toplanması ve yönetim ile girişimcilik rollerinin ayrılması, yönetimin bilimsel ilkelere dayanması gerekliliğini ortaya çıkarmıştır. Bu süreçte gelişen Klasik Yönetim Yaklaşımı; Frederick Taylor’ın Bilimsel Yönetim, Henri Fayol’un Yönetim Süreci ve Max Weber’in Bürokrasi Yaklaşımı modellerinden oluşarak verimliliği, iş bölümünü, hiyerarşiyi, disiplini ve yasal-rasyonel otoriteyi merkeze alan mekanik bir örgütsel yapı sunmuştur. Klasik yaklaşımda çalışanlar çoğunlukla ekonomik ödüllerle motive olan ve kurallara uyması beklenen teknik unsurlar olarak değerlendirilmiştir. 1929 Ekonomik Bunalımı ve teknolojik değişimlerin ardından şekillenen Neoklasik Yönetim Yaklaşımı ise Elton Mayo önderliğinde gerçekleştirilen Hawthorne Araştırmaları ile ortaya çıkmış, klasik teorinin insan faktörünü göz ardı eden eksikliklerini gidermeyi amaçlamıştır. İnsan İlişkileri Hareketi ve Örgütsel Davranış disiplinleriyle gelişen bu yaklaşım; çalışanların duygularını, grup dinamiklerini, enformel ilişkilerini, takdir edilme gereksinimini ve iş tatminini ön plana çıkararak organik bir örgüt yapısı savunmuştur. Özetle; klasik yaklaşım görev, otorite ve biçimsel yapıya odaklanırken, neoklasik yaklaşım insanı sosyal bir varlık olarak ele almış ve her iki yaklaşım da modern yönetim düşüncesinin tarihsel gelişimine temel oluşturmuştur.
Following the Industrial Revolution, the expansion of the production structure, the consolidation of dispersed production units into factories, and the separation of management and entrepreneurial roles necessitated basing management on scientific principles. Developing within this framework, the Classical Management Approach—comprising Frederick Taylor’s Scientific Management, Henri Fayol’s Management Process, and Max Weber’s Bureaucracy Approach—presented a mechanical organizational structure centered on efficiency, division of labor, hierarchy, discipline, and legal-rational authority. In the classical approach, employees were primarily evaluated as technical elements motivated by economic rewards and expected to comply with rules. Shaped in the aftermath of the 1929 Economic Depression and technological changes, the Neoclassical Management Approach emerged through the Hawthorne Studies led by Elton Mayo, aiming to address the limitations of classical theory that overlooked the human factor. Developed through the Human Relations Movement and Organizational Behavior disciplines, this approach advocated an organic organizational structure by highlighting employee emotions, group dynamics, informal relationships, the need for appreciation, and job satisfaction. In summary, while the classical approach focused on tasks, authority, and formal structure, the neoclassical approach addressed humans as social beings, and both approaches provided the foundation for the historical development of modern management thought.
