Sektörel Ekosistem: Ziraat ve Zootekni Perspektifinden Hayvan Yetiştirme Sektörü

Özet

Bu çalışma, hayvancılık sektörünü yalnızca üretim faaliyetlerinden oluşan bir alan olarak değil; ekonomik, teknolojik, çevresel ve kurumsal boyutlarıyla çok aktörlü bir sektörel ekosistem olarak değerlendirmeyi amaçlamaktadır. Çalışmada sektörel ekosistem yaklaşımının teorik temelleri incelenmiş, ardından hayvancılık sektöründe yer alan temel bileşenler, değer zinciri yapısı, sürdürülebilirlik unsurları, teknolojik dönüşümler ve kurumsal yapılar kapsamlı biçimde ele alınmıştır.  Hayvancılık sektörünün; yem sanayi, damızlık materyal üretimi, veterinerlik hizmetleri, işleme sanayi, lojistik sistemler ve pazarlama ağları ile güçlü ilişkiler içerisinde faaliyet gösterdiği belirtilmiştir. Bu yapı içerisinde üreticiler, araştırma kurumları, kamu otoriteleri, özel sektör ve tüketiciler arasında yoğun bilgi ve kaynak akışı gerçekleşmektedir. Ayrıca hayvancılık sektörünün sürdürülebilirliği açısından çevresel etkiler, iklim değişikliği, doğal kaynak kullanımı, hayvan refahı ve kırsal kalkınma gibi konuların kritik öneme sahip olduğu vurgulanmıştır.  Çalışmada ayrıca hassas hayvancılık teknolojileri, sensör sistemleri, nesnelerin interneti (IoT), biyoteknoloji, yapay zekâ ve robotik uygulamaların sektörel ekosistemi dönüştürdüğü ifade edilmiştir. Bu teknolojilerin üretim verimliliğini artırdığı, veri temelli yönetim sistemlerini geliştirdiği ve sürdürülebilir üretim modellerine katkı sağladığı değerlendirilmiştir. Bunun yanında devlet kurumları, kooperatifler, üretici birlikleri ve özel sektör yapılarının sektörde yönetişim ve koordinasyon açısından belirleyici rol oynadığı belirtilmiştir. Sonuç olarak hayvancılık sektörü; ekonomik, çevresel, sosyal ve teknolojik boyutların iç içe geçtiği dinamik bir ekosistem olarak değerlendirilmiş ve sektörel ekosistem yaklaşımının sürdürülebilir hayvancılık politikalarının geliştirilmesinde önemli bir analitik çerçeve sunduğu ortaya konulmuştur. Türkiye’de hayvancılık sektörünün gelecekteki gelişiminin dijitalleşme, biyoteknolojik yenilikler, sürdürülebilir kaynak yönetimi ve etkin kurumsal yönetişim mekanizmaları ile doğrudan ilişkili olacağı sonucuna ulaşılmıştır.
