Özet

İklim değişikliği, artan sıcaklıklar, düzensiz yağışlar ve deniz seviyesinin yükselmesiyle altyapı sektörlerini aynı anda ve çok yönlü biçimde etkilemektedir. Bu etkiler, hizmet sürekliliğini, ekonomik faaliyetleri ve toplumsal refahı tehdit ederken, tüm sektörlerde uyum ihtiyacını zorunlu hale getirmektedir. Ulaşım sektörü, sıcak hava dalgaları, sel ve fırtınalar nedeniyle doğrudan fiziksel hasar ve operasyonel kesintiler yaşamaktadır. Asfalt bozulmaları, ray genleşmeleri, pist su baskınları ve kıyı hatlarının etkilenmesi; güvenliği, erişilebilirliği ve tedarik zincirlerini zayıflatmaktadır. Enerji sektörü, hem iklim değişikliğinin önemli bir kaynağı hem de etkilerine en açık alanlardan biridir. Aşırı sıcaklar iletim kapasitesini düşürürken, kuraklık hidroelektrik üretimi sınırlar; fırtına ve yangınlar şebekelerde kesinti riskini artırır ve arz güvenliğini zorlar. İnşaat ve sanayi sektörleri, yüksek sıcaklık, aşırı yağış ve kuraklık etkilerini eş zamanlı hisseder. Malzeme dayanımı azalır, şantiyelerde gecikmeler yaşanır, iş gücü verimliliği düşer ve tedarik zincirleri iklim kaynaklı kesintilere karşı daha etkilenebilir hale gelir. Su kaynakları sektörü, kuraklık, taşkın ve kalite bozulmaları nedeniyle en karmaşık risklerle karşı karşıyadır. Su arzındaki azalma, arıtma maliyetlerini artırırken; taşkınlar altyapıyı zorlar ve enerji, tarım ile kentsel hizmetlerde zincirleme etkilere yol açar. Tarım sektörü, sıcaklık stresi, düzensiz yağışlar ve su kıtlığı nedeniyle üretim kayıpları yaşar. Verim düşüşleri, artan maliyetler ve toprak bozulması gıda güvenliğini tehdit eder; en büyük etki küçük üreticiler ve etkilenebilir gruplar üzerinde görülür. Turizm sektörü, termal konfor kaybı, kıyı erozyonu ve ekosistem bozulmaları nedeniyle talep dalgalanmalarına açıktır. Bu durum gelir, istihdam ve yerel ekonomiler üzerinde baskı yaratır.
