Yapay Zekâ Alanında Temel Düzenlemeler ve BM Sürdürülebilir Kalkınma Hedefleri Bağlamında Afrika Kıtasına Bir Bakış
Özet
2024 yılı yapay zekâ için adeta altın yıl olmuştur. Dünya’nın önde gelen uluslararası kuruluşları yanında pek çok ülke yapay zekâ yasal çerçevelerini oluşturmaktadır. Yapay zekâ teknolojilerindeki hızlı gelişmeler ise devam etmektedir. Afrika kıtası dijital gelişim bakımından diğer bölgelerin gerisinde kalmaktadır. Sürdürülebilir dijital kalkınmaya giden yolu şekillendirirken; Afrika’nın erişim, dijital beceriler ve yapay zekâ teknolojilerini genişletmekten inovasyon ve dijital ekonominin büyümesini desteklemeye kadar odaklanması gereken öncelikler mevcuttur. Bu kapsamda, Afrika Birliği ve ülkelerinin yasal çerçeveyi oluşturması büyük önem taşımaktadır. Yasal çerçeve hükümet tarafından çıkarılan yasal düzenlemeler ile olduğu kadar, sektör paydaşları tarafından çıkarılan esnek hukuk düzenlemeleri ile de şekillenebilmektedir. Bu süreçte, Afrika’nın geride kalmaması, BM’nin Sürdürülebilir Kalkınma Hedeflerine ulaşılmasında belirleyici olacaktır. Makale’de uluslararası kuruluşların ve gelişmiş ülkelerin yapay zekâ alanında ortaya koyduğu temel yasal metinlere yer verildikten sonra, Afrika kıtasında yer alan belli başlı ülkelerin güncel durumları ortaya konulmaktadır.
