Afetlerde Gönüllülük Mevzuatı
Özet
Bu bölüm, Türkiye’deki afet yönetiminde gönüllülüğün yasal çerçevesini ele alarak, bu alandaki mevcut mevzuatın güçlü ve zayıf yönlerini değerlendirmektedir. Bölümde, Türkiye’de afetlerde gönüllülük faaliyetlerinin yasal olarak nasıl düzenlendiği ve uygulandığına dair kapsamlı bir değerlendirme sunulmaktadır. Ayrıca, ABD, Almanya, İngiltere ve Japonya gibi ülkelerdeki başarılı mevzuat düzenlemeleri incelenerek, Türkiye için örnek teşkil edebilecek uygulamalar tartışılmaktadır. Bölümde, Türkiye’nin mevcut mevzuat yapısının gönüllülük faaliyetlerini yeterince desteklemediği, bu alanda daha etkin ve kapsamlı düzenlemelere ihtiyaç duyulduğu vurgulanmaktadır. Gönüllülerin afetlere hazırlık, müdahale ve iyileştirme süreçlerindeki rollerinin güçlendirilmesi için öneriler sunulmakta; özellikle afetlerde gönüllülük mevzuatının üst bir normda düzenlenerek tüm kurum ve kuruluşları kapsamasının önemi vurgulanmaktadır. Ayrıca eğitim ve sertifikasyon programlarının güçlendirilmesi ve gönüllülerin hakları ve sorumlulukları konusunda yasal güvencelerin sağlanması, gönüllülük faaliyetlerinin sürdürülebilirliği açısından kritik olarak değerlendirilmektedir. Sonuç olarak bu bölüm, Türkiye’deki afet yönetimi ve gönüllülük mevzuatının iyileştirilmesi yönünde atılacak adımların, ülkenin afetlere karşı direncini artıracağına ve toplumsal dayanıklılığı güçlendireceğine dikkat çekmektedir.
